RSS asked for the permission to hold rallies in 50 places in the state. The Madras High Court had allowed the organization to take the route marches and hold the rallies in 44 places.
The existing rules say that all Members of Parliament are required to get prior political clearance from the Ministry of External Affairs before travelling abroad.
Earlier, a letter signed by Manning had denied Hindus living in PNG permission to hold Durga Puja celebrations saying idol worshipping is morally inappropriate and against Christian values.
